Running Carrion Crown, and coming to the end of book 3, we probably have 1-2 sessions left. I've already thrown in some sidequesting, so I was thinking I'll throw in Carrion Hill as it seems easy to integrate. My question is, what do you do with purchase limits?

The party is just leaving a time where they haven't had access to a shop for several levels (2.5 or so), and the next two towns they are scheduled to go to have very low purchase limits(5k being the most). According to population, Carrion Hill should be a small city with a 25k purchase limit. Should I knock this down to the next settlement size (10k purchase limit) for sake of balance? I'm not sure how unbalancing, if at all it would be to give the party a larger purchase limit for a while.

The WPL of the party is already exceptionally low. I have been leveling at the speed of plot, so even with the four sidequests I have already incorporated, and the throwing of a few special pieces of loot at them, at level 8(almost nine, which will make this worse) is about 70% of what it should be. The party, while missing some caches, has found probably 90% of loot to date, plus the four sidequests added their loot as well. Is the loot ratio in this game just low on purpose? It hasn't been a big deal, and three characters are built to function well without loot, but the 4th is a switch-hitter ranger, and he complains a little about this discretion, and was the first to point it out to me.

Anyway, mostly just wondering what you guys think I should do for the purchase limit at Carrion Hill, keep it on track for the rest of module 4, or should I raise it? Thanks.

25k? Whoa there... I think you're looking at the wrong column on the table. A small city has a base value of 4,000 gp before settlement modifiers. Anything under that limit has a 75% chance of being on the shelves. A settlements purchase limit is the top end of what a shop will pay out for a single item when PCs sell off loot.

I let my PCs detour to Ardis to do some shopping before Feldgrau, but you're right there is no way to buy overly powerful items, just smaller ones along the way. If you can buy a few scrolls of teleport then the PCs can zip back to Lepidstadt and its 6,000gp buy limit which is the highest before they reach Caliphas in book 5 which only has a limit of 16,500 gp.

I recommend allowing PCs to buy gear from the Order of the Palatine Eye or if they ally with the vampire Luvick Siervages's personal armory.
