My elven ranger needs his animal companion, but everytime I go to make her all the air seems to leave my brain:(.

As far as I know, only way is going to be GM Fiat. Rangers don't get a lot of choices for animal companions :( The only other way I know of is to be a Orc/Half-Orc and get the Beast Rider feat, but that doesn't give a velociraptor either.
1 level druid dip + boon companion= 18th level velociraptor
What % of your WBL are you willing to plunk down on your beast of death?
Are you playing a human, if so are you willing to invest in Eye for talent? Probably not the best idea at that high of a level.

Gear: Get an amulet of mighty fists with as much elemental damage as you can. Charge through your friends and over rough terrain, pounce, full attack for lots of elemental damage. Wake up, cast greater magic fang on your critter for a + to hit. They stack as long as you don't pass +10 equivilancy.
Mithril chain shirt barding + whatever: allows a +6 dex bonus, doesn't require proficiency (because you take the ACP on all rolls: the acp on mithril chain shirt or studded leather armor is 0).
Without any item enhancers you have
