Name: Torvael (working name)
Class: Ranger (Urban)
Race: Elf
Worked as a spy/bounty hunter for the government. He was raised by the government, ala ward of the state. However, upon discovering documents from an enemy of the state and reading them, Torvael has come to realise that the iron fist rule of the government is not in the best interests of the realm and now maintains his position, but works to undermine the government from the shadows.
This is what one of my players wants to use as background, i like the idea but i dont think its a great idea for him to be 'in' the government. Perhaps hired every now and then for odd jobs?
What u guys think? or could it work?
Im about to start the campaign and asked them for a background.

Sorry if it sounded random. According to the core rules, elves don't count as adults until they're into triple digits, which would have made a mess of your backstory. Since your GM is houseruling elvish starting ages then it's not an issue.
I think this background could fit in quite well. Torvael could have an office in the Korradath and work with the tax tables and other bureaucratic issues.
If it were me I'd make up a coworker and his boss as part of background development.

I have a player with a similar background - A guard captain and chief assassin, is a ward of a noble house even though he is a half-elf. Since meeting the Children of Westcrown and the love of his life, has come to realise that he can never be free to be with his love and that he has to keep chipping away at the government and position.
If you think in terms of spies and intrigue, he is very much the double agent and you can add a lot of side stories in with it about how he is pulled in two directions. Character + conflict = plot.
