What degree of Entangled does Enveloping Darkness (Shadow Bloodline) inflict upon those caught in it?

Rules Questions

A shadow sorcerer of 15th level gains a power called Enveloping Darkness.

Quote:
Enveloping Darkness: At 15th level, you may create an area of deeper darkness that you can see through without penalty. All creatures except you are entangled within this darkness unless using freedom of movement or a similar effect. You may use this ability once per day.

The Entangled rules read as follows:

Quote:
Entangled: The character is ensnared. Being entangled impedes movement, but does not entirely prevent it unless the bonds are anchored to an immobile object or tethered by an opposing force. An entangled creature moves at half speed, cannot run or charge, and takes a –2 penalty on all attack rolls and a –4 penalty to Dexterity. An entangled character who attempts to cast a spell must make a concentration check (DC 15 + spell level) or lose the spell.

My question is, Does Enveloping Darkness stop movement entirely or just reduce movement to half speed?

The power acts like Deeper Darkness, so it must be cast on an object. Would it depend on whether the object it was cast on were immobile or not? Or is being entirely surrounded on all sides by the enveloping darkness enough to stop any movement regardless of the condition of object emanating the darkness? Or is movement only ever halved?

The fact that it stops anyone that isn't under the effects of FoM would make me think it considers the effect as anchored and possibly somewhat "solid." Most effects that allow movement through them typically explain how/what happens. This one just states you are entangled once in it, half speed and stated effects while in the area.

Entangled with no movement is specifically spelled out in those abilities that require it (such as a failed save from a tanglefoot bag), unless the ability references an anchoring object, or explains that you have no movement, which means they are just basic entangled and not tethered so half movement and no charge.
