Terrain Dominance and the Plane of Air

Quick question -

Can a Horizon Walker gain favored terrain / terrain mastery / terrain dominance on the Plane of Air if said Horizon Walker has never actually visited the Plane of Air?

As odd as it may sound, there's nothing in the RAW to require ever actually visiting the terrain. He read the travel brochures, fantasized for years about vacationing there, and voila! He can fly.

What if he doesn't have any ranks in Knowledge (Planes)?

Technically, there are no requirements other than the prerequisites for the Prestige Class.
