Well I'll assume for now its limit 1 and make sure to make that clear to my players.

Doesn't really matter. It's pretty much half a wand, so a character who wants to buy 5 of them could just buy one off the chronicle and 2 normal ones. I'm having trouble imagining a situation where this would give a player any kind of advantage.

There are quite a few chronicles that feature wands with less than normal charges and no limit on the number you can purchase. Generally you only see the purchase limit on wands with unusual caster levels (CL5 wand of magic missile, 50 charges, limit 1) or of high (3 or 4) spell level (Wand of cure serious wounds, 8 charges, limit 1).

So no, probably not a typo.

Take Boat, it's a question of time. My character may not be able to afford 2 full wands (1500 gp) at 1st level.

Endure elements is kind of a non-combat/exploration spell, though. Action economy doesn't matter when it takes 10 minutes for that burning desert sun to start forcing Fort saves.
