I would speculate that yes. The FAQ clearly that any wondrous item with a +X in it's name can be upgraded to another + by paying the difference. Since a cloak is the exact same cost as the gown, I would assume the +5 version is 25,000gp as well.
The only concern would be if the next +X item did not exist, such as Bracers of Armor +9, but since there is a cloak of resistance +5 I don't see the problem.
However, more of a practicability and curiosity question for you, why would you want to? Why not just get the +1 to all saves ioun stone for 4k? If you already have the ioun stone, then my question would be what are you using your shoulder slot for in place of the cloak of resistance?

I am going to have to disagree. This is a special item. While the pricing & function is the same as a Cloak of Resistance, the Gown takes up a Body slot instead of a shoulder slot. Since there is not equivalant item listed, you cannot upgrade to a +5 or be allowed to have a lower level version such as a +1. So by PFS standards, it cannot be upgraded.
