Technically, maybe not, because the hexcrafter doesn't have a class feature called "hex", however a hexcrafter does have the ability to take any hex in place of a magus arcana, and can take the extra arcana feat for this purpose. In fact you can use extra arcana to get a hex before 4th level if you wish, since the Hex Magus class feature doesn't have a level requirement.

Well that's incorrect information there. The hex magus is an ability that isn't granted until level 4 so you are unable to gain any hexes in place of arcana until then.
Remember you cannot use a class feature granted at a specific level until you are that level or higher.| Pupsocket |

The Hexcrafter archetype grants 3 abilities: "Hex Magus", "Hex Arcana", and "Spells", none of which are sub-abilities of others. And Hex Arcana does let you select a Hex at level 3.
