when can they use them? can they use a wand of one of their spells at levels 1-3 without UMD. or do they actually have to be able to cast the spells (aka levels 4+) in order to use the scrolls and wands?

If it's on their spell list they can use it regardless of of caster level w/o resorting to a UMD check.

Whoa, whoa whoa... with spell trigger items it only matters if the spell is on their spell list. In which case they can use the item without any problems.

For spell completion items (AKA scrolls) you have to have a caster level high enough for you to actually cast the spell before it is 'safe' for you to use it. Since you have no caster level as a paladin or ranger from levels 1~3 you have issues during that time.
