Doublestrike and Multiple Targets

Rules Questions

"Doublestrike (Ex)
At 9th level, a two-weapon warrior may, as a standard action, make one attack with both his primary and secondary weapons. The penalties for attacking with two weapons apply normally.

This ability replaces Weapon Training 2."

Must both attacks be aimed at the same target, or may the Two Weapon Warrior strike at two seperate targets within reach (similar to a full round attack with multiple attacks)?

not sure but i read "one attack with both his primary and secondary weapons" as a single roll against a single target.

in other words.
roll the d20,
each weapon gets its appropriate attack modifiers based on that d20 roll.
roll damage for each hit.

thats my interp. I could be wrong.
