Scaling Special Items

Very soon I am going to start DM'ing for my group and one of my players is wanting to do something with his character that is a bit out of the ordinary.
He is wanting to use a group, 5-10, bells that each produce a spell effect when rung. He wants some to be constant when the bell is rung, others to only be 1 or 2 times per day. I don't have a problem with this, in fact I like it. The problem I am having however is that he wants the CL and save DC's to scale with his Wisdom modifier and his CL.
The concept is easy enough in that I see each of the bells following staff rules; however I'm having a problem pricing the ability to scale for each item. Any suggestions?


Unfortunately, despite this being a common question (scaling items in general at least) there are no official ways of handling it. No one wants to mess with magic item creation in general, which is kind of sad.

The simplest solution is price them at his current levels, then charge him the difference in ritual materials to have it catch up as he goes up in levels. This is what's most likely to be suggested by others. Unfortunately, it's a really bland approach and really doesn't make it feel like the item is leveling up with the character (IMHO).

The safest way is to just price it at the highest level and then he gains access to that over time, but that's really shortchanging the player.

You could try pricing it at the 75% level, but that's just a guess as to a fair balance point.


Is the character a caster? If so you could use the bells as the componenets of the spells bypassing the scaling items. failing that you could use wands instead and make him give up a feat to have something similar to the magus wand ability that turns wands into something staffish.
