The cost of the thing seems to be entirely driven by the formula 10,000gp per SR point over 12, minimum 13.

So does that mean you could have an SR13 one for 10K, then keep upping it for 10K an SR up to whatever level you want?

SR needs to be priced by the CL of the item. The current pricing makes it of no value whatsoever for the cost.
