That is not an unreasonable request. I have most of my local regular players spend a little time on my laptop loading their character into Herolab for just that reason. I can check Chronicles on the fly, but double-checking the math on a character is a little harder. While I know HeroLab is not always 100% accurate, it is pretty close; sometimes closer than the players are. Players will make mistakes (stacking same type bonuses, etc) that the program won't allow. This fall, I am starting the Eyes of the Ten series at our big local convention, Brewfest. I have required everyone participating to go through a character audit to be sure that everything is correct. HeroLab has been quite helpful for this. As a plus, this has helped sell more copies of Herolab also... (think I can get a commission?)

This covers 99% of all potential issues, yes.
Now, an odd twist - say I'm running a game over skype or a google+ hangout - have them scan / email their chronicle sheets (or show them on webcam)?

The one time I played online the GM requested a scan of my most recent chronicle sheet. While it would be annoying to have to provide all of them for a higher level character it would be well within the GM's purview to request them.
If you want help looking at the character sheet feel free to PM me with a copy/link and I'll happily go over it and see what I think etc. (or just post here and get a bunch of eyes)

You *normally* can check the web page for adventures completed, but even this isn't 100% accurate (I have all of Rey's sheets, but two aren't showing in his history)
Contact your closest Venture-Captain. He should be able to update your records if you can provide him with the needed information on your Chronicle sheets.

GenCon is always a 24/7 whirlwind, with the booth all day and meetings/events every morning/night. So you'll need to chase *me* down there. Fortunately, we'll have a big booth, so we'll be easy to find. :)

I play on line using Fantasy Grounds II, while there are some mechanics for dice rolls and effects, the checking of the legality of character sheets has to be done by hand.
I usually check everyone's AC and main weapon attack and damage bonus's, if there are problems with those i usually find problems in other area's.
On my character sheets I always make good notes on how everything is calculated so i can answer GM questions. I also keep all my chronicle sheets in a zip folder that I can e-mail or drop in skype to send to a GM.
I have encountered mistakes on character sheets (including mine) but I have not found anyone trying to cheat as of yet.

I'm very much in the 'trust but verify' approach, especially running online. I'm also pretty high system mastery, so I can sanity check things without needing paper in front of me, so that probably helps...
I find the notion of an attempt at auditing chronicles for an online game particularly unfriendly. I'd not sit with that judge rather than sit around scanning chronicles, my play opportunities aren't scarce enough to make that particular effort worthwhile.
