Greetings everyone.
I am interested in creation a Half-elf character born from an aquatic elf. I was planning on just using the half elf template, give him the amphibous rule, aquatic sub type, 30-ft swim spd and be done with it. However adding these rules without and penalties seems abit overpowered as he is pretty much superior to normal half-elves which ever way you look at it.
Does anyone have any ideas of what I could do to help balance him out? Mabye a racial penalty to str or something?

Yeah now re-thinking it droping Multitalented and Adaptability seems the way to go.
So i'll probably end up with this.
Half-elf (Aquatic)
- +2 to One ability Score
- Medium
- Aquatic Sub-type
- Amphibious ability
- Normal speed 30ft
- Swim speed 30ft
- Low-light vision
- Elf Blood
- Elven Immunities
- Keen Senses
- Languages (Common and Elven)
(Prehaps if raised by the elven parent and not by the human parent could also have the Aquan lanquage)

Half-Aquatic Elf Racial Traits
• +2 to One Ability Score: Half-aquatic elf characters get a +2 bonus to one ability score of their choice at creation to represent their human ancestry.
• Medium: Half-aquatic elves are Medium creatures and have no bonuses or penalties due to their size.
• Normal Speed: Half-aquatic elves have a base speed of 30 feet.
• Amphibious: Half-aquatic elves may breathe underwater as easily as they can breathe air. They are also adept at swimming, and have a 30 feet swim speed. They gain a +4 racial bonus on Swim checks and may take 10 on Swim checks under any circumstances.
• Low-Light Vision: Half-aquatic elves can see twice as far as humans in conditions of dim light.
• Elf Blood: Half-aquatic elves count as both elves and humans for any effect related to race.
• Elven Immunities: Half-aquatic elves are immune to magic sleep effects and get a +2 racial saving throw bonus against enchantment spells and effects.
• Keen Senses: Half-aquatic elves receive a +2 racial bonus on Perception skill checks.
• Languages: Half-aquatic elves begin play speaking Common and Elven. Half-sea elves with high Intelligence scores can choose Aquan, Gnome, Halfling, and Sylvan as bonus languages.
