All I can say is really? I mean really? The type gives you 5 RPs of abilities. By the types listed in the manual they get nothing else.
So I would understand a 2 RP bump for the type, most other races get only 1, but 5 RP bump, making half of its cost being strictly the name alone, that is ludicrous. Why was things like energy resistance or immunity added? Was it because they forgot to add dragon type as a requirement?
This needs an errata because as it stands it seems more like this was a forced attempt to simply keep it out of reach of being a standard race.

You could probably play a half dragon that's below 20 points with no sweat honestly. Look at the fetchling (17), the aasimar (15), and the drow (14) and you can see it's really not that bad. Honestly, I feel that being such an exotic race should be kind of a big deal compared to being one of the more mundane races.

My problem isn't so much that it is an advanced race, but rather how little you get with the "type dragon", or rather how much it costs for just that type. Makes little sense.

Well let's see.
Darkvision: 2 Points
Lowlight: 1 Point
Immunity to Sleep: 2 Points because of Elven Immunity. Perhaps it was bumped a point because it ignores the elven prereq?
Immune to Paralysis: 4 RP based on Duergar Immunity, which may have been changed because of the prereqs as well as losing the other immunities.
Hard to say what it's worth to be completely honest. I'd have to come back tomorrow (working atm)
As for why no energy resistance, probably because they didn't want to assume you were descendant from one of the chromatics. It's leave options for Linnorm-born or Gorynych-born

You're missing the fact that you are also now immune to any effect that specifically works against humanoids and humanoids alone. Its not a MAJOR benefit, granted, but it is something to consider.
Which shuld be worth probably 1-2 points, as every type other than Humanoid gets it - and, unless ARG changed much from Betatest Fey and Monstrous Humanoid weren't charged enormous number of points for that.
This isn't humanoid (draconic), after all. This is the full-on dragon creature type.
Which means little beyond actual traits granted by the type plus not being humanoids mentioned already - 0 HD creatures don't benefit from dragon's superior BAB, saves and skill points.
