treats her sorcerer level as 4 higher than normal for the purpose of determining what bloodline powers she can use and their effects.
1) cause sorcerers' abilities to gain four levels, and 2) cause sorcerers to GAIN abilities 4 levels sooner.
I know in PFS there are generally rules against "take the item off, put it back on, get a different bonus" (i.e. Headband of Vast Intellect and the like). But how does this robe interact with the Arcane Bloodline 9th level power:
New Arcana (Ex): At 9th level, you can add any one spell from the sorcerer/wizard spell list to your list of spells known. This spell must be of a level that you are capable of casting.
Seems to me that forcing a player who wears their robe at level 6 (when they can first buy it using fame for instance) to choose a new spell to learn (up to 3rd level spells possible) really makes for an unfair (and unintended) situation. If the same sorcerer waits until 9th level (or even 8th level) they can instead gain a 4th level spell known.
Even the ability to swap spells at even levels does not remedy this problem, as
The new spell's level must be the same as that of the spell being exchanged.

How is it unfair? Part of the skill in choosing items to compliment your skills and abilities is in being able to foresee problems like this.
And the headband is essentially made for one particular skill. You can't take it off and change the skill when you put it back on. The choice is not made by the wearer, but rather the creator of the headband.

It's unfair because monks don't buy a +3 amulet of mighty fists, put it on and then lose one of their extra attacks from flurry 3 levels later, and fighters don't lose +1 to their BAB from wielding a +3 sword, but that is quite tangential to the _question_ that I asked, which is:
"In PFS play, how do the Robes of Arcane Heritage interact with New Arcana?"
My commentary that the interaction I _expect_ is unfair is just that--commentary. And the question was asked because I intend to be skilled, and (for instance) to not put the robes on at level 6 if the official rule is that you get stuck with a lower level spell.
Finally, I am fully aware of the headbands' rules, and cited them as a similar situation that lead to my expected interaction between these robes and the ability; but if a player decided to buy a headband of vast intellect, I don't think anybody would say "here's this chart I made, roll to see what skill it is keyed to" or "every vendor in town makes these headbands with 'profession: farmer' because it's an agricultural community so that's the only skill you can get on it." Clearly, the player will get a headband with the skill they WANT; so _perhaps_ an Arcane bloodline sorcerer could get a robe that teaches a level 4 spell, that simply isn't usable until they have a level 4 spell slot... And therein lies my question--what is the official ruling on how these work with each other.

But to answer the question:
I think that if you take the robe at 6th level, and it grants you your 9th level ability but does not specifically say you get higher level spells, then by RAW, you would only get access to a spell you currently can cast, and if the highest is 3rd, that's what you get.
Unfortunately, sometimes this is the way the rules work. Other bloodlines would not be affected as such.
