I presume you mean supernatural abilities are not spells.
In which case I'd like to petition the game developers (out of the kindness of their hearts ) to either fix the wording of the freezing magic revelation to allow it to work on supernatural abilities, or provide some cold spells for oracles. =P
Freezing Spells (Su): Whenever a creature fails a saving throw and takes cold damage from one of your spells, it is slowed (as the slow spell) for 1 round. Spells that do not allow a save do not slow creatures. At 11th level, the duration increases to 1d4 rounds.
the only cold spells available are wall of ice (4th - if they step through. and Freezing Spells doesn't apply as there's no save vs. the damage), and cold ice strike (6th). It also can't be a spell that just deals cold damage ( like a ray of frost , since there's no saving throw. )
Whoever wrote the Mystery seemed to think there were more area of effect spells that allowed saving throws for clerics than there actually are...
to be a usable revelation, the character would have to be an oracle/arcane caster of some mix, using elemental spell metamagic or something to convert spells like burning hands or fireball to cold spells. Why inhibit the Waves Mystery so much by including a revelation that can't be of any use with a single class build?

yeah, elemental spell. +1 CL.
that could convert any damage to cold damage:
cold sonic burst, cold flamestrike,
It just seems like an unnecessary tax for the Wave Oracle, when the Flame Oracle gets spells that satisfy the requirements of Burning Magic (su) added to his Oracle list.
Feels more like they should have traded the ice effects on the Wave Oracle for more water effects, and created an Ice Oracle with cold versions of some spells on the oracle list instead. Which could be expanded by taking the Elemental Spell feat, but would still give some initial options.
As is, there ARE no options, and if you want to use the Freezing Magic revelation, you HAVE to be multiclassed, or take a feat and use a higher level spell.
