Can you apply the Rime Spell metamagic feat to a spell without the cold descriptor that you plan on modifying into a cold spell using the winter witch archetype's frozen caress hex?
I guess the underlying general question for that is: Can you apply a metamagic feat to a spell that it wouldn't normally affect, taking up a higher-level spell slot for no beneficial effect, and then use an ability upon casting that makes the metamagic valid?

I wouldn't allow you to prepare a spell without the cold descriptor with rime spell metamagic since frozen caress affects the spell as you are about to cast it. However, I would certainly allow you to use a rime spell metamagic rod after using your frozen caress swift action.
Additionally, if you were a sorcerer/witch I would allow it as well. You could cast a rime spell shocking grasp while using a swift action to make it cold.
I could see how somebody might see it otherwise based on the wording of frozen caress, but I view any use of a swift/free action to change a spell to make it eligible for other benefits based on the change (and also lose other benefits if that happens to apply).
