Tier 1?

I need a quick clarification...
In PFS guide (page 16) it says that you can replay any scenario that is tier 1 or tier 1-2 module with 1st level character.
Is tier 1 scenario only considered to be on those that are only tier 1 (like first steps), or is it also meant to be on others that can be played on tier 1 (let's say scenario is tier 1-5 you want to replay it on tier 1)? So could you replay Tier 1-5 scenario if you play it with level 1 character on tier 1? (If you already played scenario with another character)

Tier 1 means scenarios that are Only Tier 1 First Steps.

Only the Scenarios that are Tier 1 or Modules that are Tier 1-2. So stuff like First Steps, Master of the Fallen Fortress, We Be Goblins, etc.

Scenarios that can be played by first level characters such as a Tier 1-5 cannot be replayed since they are Subtier 1-2 & Subtier 4-5, and the replay rules do not say "Subtier" they say "Tier"

Exactly what Iicidy says.
