So, I have a group of 1st level characters who will be performing some actions under water. No magical support what-so-ever. These actions will require a Strength check. Should I be applying a penalty? Didn't find anything in the rules or on the boards. Water is only 10-12 feet deep if that matters.
Any advice/insight/pointing-in-the-right-direction would be most appreciated.

I wouldn't worry about it too much. The water isn't really all that deep and you can assume, for simplicity, that the additional buoyancy counteracts the additional resistance. I'm sure some physics expert will come in and do some math that will see a minor change but overall, I don't think it's worth the effort most of the time.

Yeah, it depends on what they ought to be doing under water.
Lifting is easier, pushing something can be harder (depending on the hydrodynamic profile of the object), getting a firm stand can be difficult, etc...
But I don't think I'd overthink that too much.
Ruleswise, there's just this part about combat, but that doesn't really help with strength checks.
