So, does it matter who creates a scroll to see what stat you need to be able to use it to cast?
Does a scroll of Fireball require Int 13 to read if created by a Wizard and Cha 13 if created by a Sorcerer?
Does a scroll of Cure Serious Wounds require Wis 13 to read if created by a Cleric and Cha 13 if created by an Oracle?
... does a scroll of Lesser Restoration require Wis 12 to read if created by a Cleric and Cha 11 to read if made by a Paladin?

The user must have the requisite ability score.
I don't see anywhere that the scroll rules define a requisite ability score, so this requirement doesn't come from the scroll, but comes from the user's spellcasting ability. The user must have a high enough ability score to cast the scroll's spell through his class - INT 10 + the level the spell would be for a wizard, CHA for a sorcerer and so on.
If using UMD, the user chooses which class spell list he wants to emulate and therefore which ability (and to what spell level) is requisite for casting.
