Is there something like a rod of metamagic piercing?
Officially, no. The book which introduced the Piercing Spell metamagic didn't add any new rods, and nothing since has referred back to it.
If you want to create one, it'd be perfectly reasonable for your GM to allow one at the same costs as any other +1 level metamagic feat - 3000, 11000, or 24500.
