I wold up your Cha to a base of 17. Even with a 15 point buy the most important thing you can do is have high spell save DC.

Crossblooded cost is very high in spells known. This is the biggest drawback for sorcerers to start with. And your just increasing there lack of known spells weakness.

Rakshasa Blood line is not bad. My over all ranking for it is good. Just not somthing I wold pick.
Infernal Blood line is one of the best bloodlines IMO. There Bloodline Arcana combined with spell focus and greater spell focus. Makes them able to force others to do what they want.

The best thing you can do with your low level feet's is prepare for higher level play. If you do not pick up what you will need now. You will not have enough feet's. Later to get the feet's you do need.
Spell Focus, Greater Spell Focus (Enchantment, and/or Transmutation)
Spell Penetration, Greater Spell Plantation
Metamagic feet's that are good options for a sorcerer.
Empower Spell, Intensified Spell, Persistent Spell, Rime Spell, Toppling Spell

My rule for making casters. You need two stats your casting, and Con. Dex is nice for the ingress to initiative. If a arcane caster can go first the fight ends fast. The problem is when you get hit. If you do not have good HP it will not matter how much protection you though you had. When you run out of HP your out of HP.

What would you drop for higher cha? I like the Rakshasa Bloodline because it will match my tiefling lineage. However I do see the appeal of playing an arcane bloodline. I personally think 6 1st level spells and 3 2nd level spells is plenty. However Perhaps I'm wrong about that. Do you think it would be better to go infernal or arcane considering that I'm playing a tiefling? Also how much health do you suggest I should have? I personally think that my health is at a good point. However perhaps my investment in int is a little too high. I just wanted more skill points for my sorcerer to work with that's all.(I really like to have skills) Should I just grab some pearls and call it good? Spell focus enchantment or toughness? Also should I just rely on my spells for protection?

I don't think Crossblooded is a good investment most the time.

Having to wait one level for higher level spells than Wizards is already crippling. Waiting THREE levels is just painful :(

I would say crossblooded is not worth it unless there is something specific you are trying to achieve. If you are really just looking to make a cool sorceror, you should play a straight bloodline. The -1 spell known really really hurts.

I think you should start looking at spells first before making choices on feats and items. See what kind of spells you like, and consider spell focus if you see a common school. You will also want to pick up a few scrolls in terms of items to fill out the utility of your character.

Crossblooded is only whort as a dip, for straight sorcer is the worst thing i ever seen. The invention of crossblooded was a clever manover by some power hungry wizard in the paizo house. Anyway, if you want a double bloodline, get a normal one and add up the eldritch heritage line to have a second "lesser" bloodline

I agree, Crossblooded is only worth it as a dip, or maybe as one trick poneys (ie: draconic fire + primordial fire half orcs that try to maximize fire damage, at expenses of everything else). However, one trick poneys aren't, imho, good balanced characters. They might be fun to play sometimes, but they get old quickly and often have clear weakness.

The Sorcerer need more spells, not less. I would say Human (for the extra spells as you advance in favored class) is THE way to play a sorcerer. Of course you can have other races for roleplaying/Style reasons, but they are just a weaker version of the human sorcerer. By far.

APG had a curse on it, once it was released it instantly killed every non-human sorcer in the whole pathfinder setting. Golarion was never the same again.

Silver Crusade

This is my suggestion. Using Eldritch Heritage to keep some of the Rakshasa bloodline ability's. At the same time using the Infernal to put a set of your saves DC. To a new level.

Tiefling Rakshasa-Spawn (+2Dex, +2Cha, -2Wis)
Sorcerer (Bloodline : Infernal) (Going to 12 for feet's and spells )
Str 7
Dex 14
Con 14
Int 10
Wis 7
Cha 19 +1 level 4 = 20 (+1 at levels 8, & 12 = 22)
Over all this will keap your Spell DC up. Yes you will take a hit to will save. At the same time saves are easy to build up if you fill the need.

Trait : Reactionary +2 trait bonus to initiative

Skills : Bluff, Diplomacy, UMD
Feet's
1 : Skill Focus : Disquise
3 : Eldritch Heritage (Rakshasa : Silver Tongue)
5 : Improved initiative
7 : Spell Focus : Encantment
9 : Spell Focus, Greater : Enchantment
11 : Eldritch Heritage, Improved (Rakshasa : Hide Aura )

Spells 12th 9 5 5 4 3 2 1
0 : Acid Splash, Detect Magic, Read Magic, Daze, Ray of Frost, Disrupt Undead, Jolt, Mending, Open/Close,
1 : Charm Person, Sleep (Trade this out at level 5), Anticipate Peril, Magic Missile, Color Spray (Trade this out at level 6), Disguise Self, Expeditious Retreat
2 : Oppressive Boredom, Web, See Invisibility, Invisibility, Blindness/Deafness
3 : Hold Person, Suggestion, Haste, Slow (One of the very few debuffs I feal that is worth the time to cast. The over all effect is almost better then casting haste.)
4 : Charm Monster, Overwhelming Grief, Aura of the Unremarkable (This spells is one of my favoret spells ever.)
5 : Hold Monster, Wall of Stone
6 : Disintegrate
