So what does Artokus Kirran do with the seventh vial of Sun Orchid Elixir that he holds back each year? It indicates that he takes it himself, but that seems odd considering that, as a human, he wouldn't really need it more often than every 5-15 years (and the lesser end of that is only for vanity). If he only uses every tenth dose, then he should have a great many vials saved up, right?

He could, yes. Maybe he give them to favored concubines or old friends, maybe he sels them himself, somewhere in the Great Beyond, maybe he just has more doses than God all piled up in a cupboard. Who knows? Probably nobody but him. Sounds like a fun adventure seed whatever you decide the answer might be.

He's really old at this point. Maybe he's buitl up a resistance to the stuff (or a thousand year old body doesn't revert to youthfulness as well) and needs to take it more often than the average exlir buyer.
I guess the thing about that theory is that - if he has been taking it - he's NEVER been really old since each dose is a reset button on the biological clock.
And if magic builds up tolerance (which is what I'm gathering you meant by resistance in this case) then I know a great many PCs that are likely getting no benefit from potions of cure light wounds (or wands of the same these days).
Regardless, I think there's more plot potential in the idea that he has a personal stockpile for whatever his (not Thuvia's) goals may be.
