Mass Hold Person targetting

Hi,

I've had a disagreement with my DM how this spell should be ruled.

As written: "Targets one or more humanoid creatures, no two of which can be more than 30 ft. apart"

I interpret this to mean that every target needs to be within 30ft of all other targets. He interprets it that every target needs to be within 30ft of any one other target, allowing for a 600ft chain of targets to be made at level 20, as long as they are somewhat close to each other. If proven that he is wrong, he'd want to set it up as a 15ft radius, which is somewhat of a nerf.

Who is right?

". . . no two of which can be more than 30 ft apart. . . " implies that the max distance apart any one target can be from any other one of the targets can be from any other target is 30ft.

So, no 600ft chain, but rather an 30ft diameter.

If you think that is a nerf, Hold Person used to not allow a save each round to negate. . .

Heal and Harm either fully cured or depleted all but 1d4 HP, regardless of how much there was. . .
