Depends on what you are retreiving it from. A scroll case on your belt. that's doable but I'd make it a full round action. From a Handy haversack, it's no problem.
Buried in an ordinary backpack.... forget about it.
In the rules, it states that retriving a stored item is a move action. Thus I see it as a move action, but in my mind I am thinking can I still hold on to my weapon. Plus, looking back at the Forgotten Realms 3.5 campaign setting, they implemented a potion back that reduced the move action to a swift or minor action. Would it be permissable to create a scroll belt on the chest, or waist to reduce this action to a swift action?

Assuming it isn't in a mundane backpack -- say, in your component pouch or a scrollcase -- you ought to be able to hold your staff in your non-dominant hand and pull the scroll with your dominant.
If you have to open up a backpack to get it (that's a move action that provokes, as noted above) you might need both hands.

Now a new question. Does the scroll utilize the DC from the caster at the time of usage as well as any relevant feets such as spell focus, or does it use the default score of the caster at the time of scribing? As for example, if a 6th caster level wizard sribes a fireball, does work as a fireball cast by a 6th level caster? Also, should I be able to cast the spell from the scroll with one hand holding it as long as I am reading it? Please clear up the confusion. Thank you.

The caster level is set by the scroll. Price is 25*spell level*caster level.
Fireball would have a minimum caster level of 5, and any scrolls you find of Fireball, unless otherwise noted, have a caster level of 5. If you scribed it yourself, you could set the CL higher, but you'd have to pay for it.
The DC is set by the spell level and minimum ability score required to cast. A scroll of Fireball has a DC of 14: 10+3(spell level)+1(bonus from minimum ability score of 13).
