No. Bold is mine
Wind Wall wrote:

An invisible vertical curtain of wind appears. It is 2 feet thick and of considerable strength. It is a roaring blast sufficient to blow away any bird smaller than an eagle, or tear papers and similar materials from unsuspecting hands. (A Reflex save allows a creature to maintain its grasp on an object.) Tiny and Small flying creatures cannot pass through the barrier. Loose materials and cloth garments fly upward when caught in a wind wall. Arrows and bolts are deflected upward and miss, while any other normal ranged weapon passing through the wall has a 30% miss chance. (A giant-thrown boulder, a siege engine projectile, and other massive ranged weapons are not affected.) Gases, most gaseous breath weapons, and creatures in gaseous form cannot pass through the wall (although it is no barrier to incorporeal creatures).

While the wall must be vertical, you can shape it in any continuous path along the ground that you like. It is possible to create cylindrical or square wind walls to enclose specific points.

Seeker Arrow (Sp): At 4th level, an arcane archer can launch an arrow at a target known to him within range, and the arrow travels to the target, even around corners. Only an unavoidable obstacle or the limit of the arrow's range prevents the arrow's flight. This ability negates cover and concealment modifiers, but otherwise the attack is rolled normally. Using this ability is a standard action (and shooting the arrow is part of the action).

Because of the way Seeker Arrow works If there was a way to get to the target that did not go through the wind wall (out the door and in through a window behind the wind wall). I would allow it to hit. But Arrows and bolts can not pass through a wind wall by RAW.

Currently, there is no method of bypassing this almighty 3rd level spell if you are an archer. I consider it one of the greatest failings of 3E, PF, in turn, for not fixing it. At least in 3E there were 2 means to turn your arrows into 100% pure force and bypass the wind wall. In Pathfinder, they're too busy making higher level versions of it that remove the double-edged nature and static placement issues. Great to know where their priorities are.

Yeah. Pretty much there's a couple wind spells that hose archers. At that point, either switch to melee, dispel, or cast spells if you have that kind of build.

Or deliver AoE spells via arrow on your side of the wind wall.
Or create cover between you so they have to step out from behind their protection to even target you.
Horn of fog or a smokestick could even be enough.

What were these means in 3E?
