*Burning* effect question

This came up in a game and Neither the GM nor I am certain, please help.

Do I get a reflex save every round with it or do I only get one if I choose to as a full round action.

The reason for asking this is because of the rules on being on fire.

Core rulebook page 444 VS Bestiary page 298.

You either continue to burn or you spend an action to try and put out the flames. Some things are automatic such as jumping in a lake... others allow you to make a save to put out the fire.
