What I'd suggest is looking at some existing dragon minis -- find some cheap plastic ones or whatever, and get a sense for it. Also, "Adult Dragons" are different sizes depending on color. :)
Sorry, but I'm not sure what you mean by template for bases? Pathfinder uses a 1 inch scale, so a medium creature would have a 1 inch base, large 2x2 base, etc.

Actually, 1 inch = 5 feet on a typical gaming grid. So if you look in the Bestiary, an adult green dragon is Huge and has a Space of 15 ft., so it stands on a 3" x 3" grid. It has reach 10 ft. (15 ft. with bite), so if you want its body or wings to extend over that a bit, that's okay (but if you do that, try to make those reach-over parts taller than a typical mini so it doesn't crowd out the PCs that want to punch it!).

The wizards gargantuan blue dragon mini drives me nuts for that reason. Sadly it is our only garg mini
