Quick rule check on Darkvision

In an area of all dim lighting, does someone with darkvision see normal of would they need both low-light and darkvision?

Best I understand it, those with darkvision are not impeded in any way by the lack of light out to their darkvision range.

In dark areas, everything is black and white.

If shadowy light is present, you can still see fine, but I imagine surfaces only have a tinge of color to them.

And of course, in normal and bright light, darkvision has no need or effect.

They use darkvision up to the range of their darkvision, then whatever normal light rules beyond that. In other words, outside 60’ a dwarf sees whatever a human would see in dim lighting, darkvision does not include lowlight vision.
