Negative Constitution Modifier and Favored Class HP bonus

Simply Put, does the favored class HP bonus allow a character with low constitution who rolls poorly to gain more MINIMUM HP per level?

Example: A cleric reaches level 2, he has 8 Con. He rolls his HP and scores 1 on the d8. Minus his con, that's 1. If he chose the favored class bonus as HP, would that put him to 2 hp for that level?

The other side of this is that he rolls 1 on the d8, adds his 1 hp from favored class bonus, then loses 1 hp to his 8 con, thus only gaining 1 hp at level up.

The reason i bring this up is because if you choose the extra skill rank per level and have a terrible int score, you can still eek out 2 skill ranks per level minimum.

That would put him at two, not 1. The formula for hp is (1dX+con)
The favored class point is tacked on at the end of everything else.
