Is it possible for a witch to teach spells to a wizard and vice versa provided that the spells taught are on both of their class spell lists?

Raw there is no way. Other than the wizard making scrolls for the witch and vice versa.
Only if one of them scribes a scroll for the other to learn. Then the other would use the usual "learn off scroll" DC's.
