Here's another question about those charts: if a DM lets a player make a tiefling character, and uses the random chart, what should the policy be on re-rolls? We allow some leniency in rolling stats when we say "4d6 drop the lowest" but your racial modifers are down to a single roll? If someone rolled poorly, would they be allowed to change their mind about which race to play?
When i used it I rolled twice and let the player choose which one they got. You could also simply let them pick but retain the right to change it if their pick is clearly headed for cheese.
