Does tanglefoot bomb effect replace splash damage for alchemists?

That's pretty much the question. If i throw a tanglefoot bomb at someone, and they are not the directly hit party, but in the splash area, do they take the splash damage, and get entangled, or do they ONLY get entangled? and is only one save made, for both the damage and the entangling effect. I'm assuming the guy directly hit takes damage, as well as the entangling effect? and for the other mysteries that change things, like smoke bomb, etc. does the effect REPLACE the splash, or is it added onto it?

Benefit: A creature that takes a direct hit from a tanglefoot bomb must save against the bomb’s DC or be entangled and glued to the floor as if it had failed its save against a tanglefoot bag. Creatures in the splash area that fail their saves are entangled but not glued to the floor; those who make this save are not entangled at all.

Based on this, I would imagine that the tanglefoot bomb does damage as usual.
