So I've got my assorted Paizo adventures in PDF format. What can I use to highlight the pdf, add notes, and be able to save it all back to PDF?
If you are on Android, buy exPDF. It's the best on the market, and I've looked at all of them. RepliGo is another alternative, but pricier and I've not found it better/faster than exPDF.

Though the OP is on Windows, just to let iPad people know, GoodReader will do all that. In my humble opinion, GoodReader should be the first thing a new iPad user downloads.
On Windows, Adobe Reader X allows highlighting and annotations.
