Are certain cleric spells restricted?

Rules Questions

There are certain spells that list a diety in category descriptor.

For example; Mighty Strength [School transmutation; Level cleric/oracle 4, paladin 4 (Trudd)].

Does this mean that only divine spellcasters who worship that diety have the ability to prepare that spell?

What about arcane casters who have the spell in their lists, such as;

Defending Bone [School necromancy; Level cleric/oracle 2, sorcerer/wizard 2 (Pharasma)]

Do they have to worship that particular diety as well?

No. they are open to other Clerics, too. It is just that they are more common amongst Clerics (and sometimes other classes) of that deity, and are concidered ok for Clerics of that deity to pick at character creation.

In the Core book, Clerics specifiy they get all Clerics spells from the Core book automatically at each new spell level, rather than all Cleric spells.

There were such opinions about spells marked with (deity) being limited to worshippers of that deities. In case of arcane spells I would say that it does not actually prevent learning the spell as such, but without being worshiper of particular deity getting access to such spell should be extremally hard (i.e. cannot be acquired with Wizard per level spells, scrolls with such spells should not be available on market and no wizard will willingly allow non-worshippers to copy such spell from their spellbook).

So, we have one vote for and one vote against, as far as divine casters are concerned.
