I'm just trying to figure out if attacking with a conductive weapon and using its property counts as a standard action or if it can be used as part of a full round attack. I thought lay on hands was a standard action unless it was used on the paladin? Hence my question.
The way I think it should be implemented is that the user only gets a single swing like when using vital strike, but the way it reads suggests otherwise when it dictates that the effect can only be used with the weapon once per round which indicates that the weapon could be used further i.e. as a part of a full attack round.

The property of the weapon itself takes no action at all. It just allows you to channel the power in question through a weapon. As an example a vampire could channel the energy drain ability through such a weapon if it had one without burning extra actions because it takes no actions to energy drain someone since it is a rider effect.
PS:You are correct that it is a swift action when used on another creature, but just like if you had used your hands it only stays active for one use.
PS2:In short the weapon has no influence on the actions used with the ability.

i know this thread is old, but i am looking for stuff on conductive weapons and came across it. conductive doesn't take an action to activate it, it allows you to expend 2 uses of a (sp) or (su) power to use after a successful attack, which implies you can conduct a lay on hands thru the first attack and continue on with your iterative attacks.
