Can you use telepathy for language-dependant spells?

I always assumed so.
But not as a way of getting around a vocal component while casting.

Of course, it's hard not to obey the voices in your head. Especially when they tell you to kill!

I think it would be cool to make a Deaf cursed Oracle of the Outer Rifts so that I can use a bunch of Vocal-only spells with auto-Silent Spell, and the Telepathy revelation...
