High-Dex Plate Armor?

I noticed that the armor listed in the HERO'S HANDBOOK doesn't have a maximum dexterity modifier bonus to armor class listed. While I have no problem with this, has anyone found it to be problematic with, say, a dex-rogue or ranger wearing full plate?

Or is it more the thinking of: "If a non-fighter wants to waste a feat to gain heavy armor proficiency, then let them get the extra AC?"

Well, rogues don't get heavy armor proficiency, so that hasn't been an issue in my game. Plus, my son is of the "Bilbo Baggins sneaking around and striking from the shadows" type of rogue roleplaying, so wearing anything other than studded leather hadn't even occurred to him.
Rangers, in PFBB, technically don't exist so that shouldn't be a problem, but the Beginner Box-ized ranger I came up with for the kids in my home game has their powers tied into wearing no more than light or medium armor.

Easiest thing I think would be to cap Light Armour prof PCs' max AC bonus from armour at +4, as if they were wearing a chain shirt. But perhaps just forbidding the use of class abilities (eg Wizard spellcasting, Rogue sneak attack) while in non-prof armour would be sufficient.
