Do they stack? If a character has improved crit from say 19/20 to 17/20 and has icy burst weapon, does the icy burst take effect on a 16 or 17? My thoughts are that it doesn't, and I think I remember reading it somewhere. Could someone point me to reference if they remember off hand?

They would stack, I don't see anything that would prevent it.
Indeed, Improved Critical or Keen on a 17-20 weapon is always a good way to go if you have things that can happen on a crit-only. Crit fishing is what that is called, IIRC.
Improved Critical with scimitar for a Magus and running some of the critical feats in addition cxan get ugly fast. Add any of th eburst on critical enhancements, and the damage continues to mount.
One thing to bear in mind, though, is that the burst goes off even if the normal damage addition is turned off, so bear that in mind.
Possible things that could be bad from that: things that heal instead of get hurt by certain damage types; critting on a commoner you were just trying to knock out; having to knock out a party member for one reason or another (been there, done that).
