If you want something that looks like a pole or other staff like object that can be used to fly and cast teleport once per day then CWI is fine. If you want a staff that has charges and can be recharged then it is a Staff per the item creation rules. Shape does not matter as much as how it functions.
The item you describe is not rechargeable and is a Wondrous Item or maybe a Rod feat wise. As always it is up to your DM and group to decide what you can make. But in my opinion if you cannot recharge it then it is not a staff. (Other staff like powers would also not apply like caster level and ability score bonuses as well.)

I've thought about something among these lines
I tried playing around with the idea of turning a sword into a rod of quicken spell so that I could use the sword 3 times per day to cast a quickened spell.
As far as my understanding of the rules go, the cost would be 125% of the cost to craft the rod in the first place, and would require both craft rod and craft weapons and armor.
so way i see it, if you have craft magic armor and weapons AND craft wondrous item, you can give your staff the ability to fly like a broom.

The rules are fairly clear on stacking enchantments, if you wanted to have a quarterstaff (say, +1 flaming/+1 flaming) that also acted like a Stave (say, a staff of fire, which cast burning hands 3x perday, and fireball once), then you'd add 50% to the cheaper of the two and they're stacked.
Edit : Er, right, 75%. Sorry.

A staff functioning with powers as a staff (ie. 'of Frost') including the powers of a Broom of Flying can be made with the Craft Feats as written. The requirements would be Craft Staff, Craft Wonderous Item, and all relevant spells/other prereqs. You add 75%% the value of the cheaper item to the value of the other item.
Multiple Similar Abilities: For items with multiple similar abilities that don't take up space on a character's body, use the following formula: Calculate the price of the single most costly ability, then add 75% of the value of the next most costly ability, plus 1/2 the value of any other abilities.
If you want the staff to be used as a weapon as well, as Khyrsaor suggested, it will also have to have at least a +1 enchantment on one end (with the other end of the quarterstaff being masterwork). The +1 enchantment is included in the 75%, 50%, etc. pricing.

Treat it like two separate objects.
You can enchant a shield both with weapon bonuses, and shield bonuses.
For base cost, take the staff wanted.
Then take the cost of the broom, multiply it by 1.5, and add the effect onto the staff.
Adding an existing effect is already in the books. Dual enchanting is alread in the books as well, be it a shield, armor spikes, or a double weapon.
Cost would be something like:
