Staff of the Magi save DCs

Quick question. The Staff of the Magi (minor artifact) has six spells with listed DCs: enlarge person (Fortitude DC 15 negates), fireball (Reflex DC 17 half), lightning bolt (Reflex DC 17 half), pyrotechnics (Fortitude or Will DC 16 negates), plane shift (Will DC 21 negates), and telekinesis (Will DC 19 negates).

Does the Staff of the Magi uses the wielder's ability score and relevant feats to add to these DCs or are the DCs simply fixed. Everything except plane shift could be a heighened spell (5th level for enlarge person, 6th level for pyrotechnics, 7th level for fireball and lightning bolt, and 9th level for telekinesis) as per the Staff of Power. But it is that weird DC 21 plane shift save that is making me question whether or not I should my NPC's Int modifier to the DCs.

Has this question been asked and answered already? And can anyone point me in the right direction?

It's a staff -- those are the base DCs, otherwise you use your own stats if higher.

The plane shift spell is sorcerer/wizard 7. The DC is 10+7+4=21 as its base.
