Detect magic in impaired visibility

Rules Questions

can you use detect magic to get a bead on some one in an area of impaired visibility?

for example... suppose your in a face off with some one and they create a fog or area of darkness and are hiding in it. your inside or outside of this fog or dark area and cannot see him but come up with the clever idea of casting detect magic to detect his magical loot and protective spells.

if the target is in your area of detection will you be able to tell that they are there and then focus in on their location on the 3rd turn and be able to attack that area? (with a 50% miss chance of course)

I'm okay with it. There's nothing magically protecting those spells from being detected.

My group used to argue that illusions shouldn't be detected by detect magic. Yet once I pointed out that you're spending three Standard actions to detect an invisible creature's square, and the moment you use your Standard action for something else that it drops, they became more inured to the idea.
