There are a couple of builds on this thread:

but personally I am unimpressed by the Halfling Jinx as it's currently configured. I'll quote myself:
"-1 to all saves is an okay debuff, and ignoring SR could be super handy at higher levels. But making it Cha based makes it less attractive to anyone who's not a Cha-based caster. And making it a standard action at short range puts the halfling in harm's way, which is pretty suboptimal. Unless the target is completely unsuspecting, most characters will have better things to do with a standard action.
"Halflings of Golarion gives a bunch of Jinx feats, most of which seem... um, not that great? There is a metamagic feat called Jinx Spell, by which a halfling inflicts a jinx on anyone who fails the save against the spell. It's +1 spell level. I could see a halfling sorceror using this -- for instance to throw a cantrip, Daze or Flare or some such. But it's pretty narrow-band."
-- Jinx Spell does let you get around the Cha-based save, so there's that. But overall I don't think much of the Jinx power.
If you could Jinx as a move action, now.

That's true. That's a decent combo -- maybe the only one that makes the Halfling Jinx feats worthwhile. It gets around the need to have high Cha. And since Evil Eye works for one round even if the target saves, it guarantees that you'll get some use from your jinx.
That said, to take advantage of it you must be a witch, and must take the Evil Eye (which to be fair is one of the most popular witch hexes). Then, you must give up your Halfling Luck, pre-emptively debuffing yourself, and burn a feat.
So while it's a perfectly respectable build for a halfling witch, I wouldn't call it killer at all. Compare it to (for instance) playing a half-elf witch with +2 Int who has swapped Adaptability and Multitalented for Dual Minded and Arcane Training. Or a half-orc, also with +2 Int, with either Orc Ferocity or Sacred Tattoo. I'd say that this build puts the halfling witch firmly in the middle of the pack. Which is fine, since normally a halfling is not a great choice to play a witch.
Anyway: if you go this route, it probably makes sense to blow a second feat on Bolster Jinx followed by a third feat (wince) on a save-booster, Iron Will or Great Fortitude. So at 5th level you'll be able to bark-strip an enemy for -5 on one save, guaranteed for at least one round. Best play here is probably to coordinate with another caster in the party who can immediately follow with a save-or-suck attacking that particular save. That's pretty sweet.
