• No player can receive more than 1 player Chronicle
and 1 GM Chronicle for the same scenario, regardless
of how many times you GM or play the scenario.
You are free to replay a scenario in order to meet
a minimum PC requirement (see Chapter 6), but if
you already have received a player Chronicle for this
scenario for any of your PCs, you do not earn any
additional rewards beyond having a good time.
• If you have already played a scenario and wish to play
it an additional time for any reason, you must inform
the GM that you have already played the scenario.
Some GMs are not comfortable running an adventure
for a player who has foreknowledge of what is to come.
If your GM is not comfortable with you replaying a
scenario, you must find another GM who is. A GM has
the right to deny a player the opportunity to replay a
scenario for any reason, but all GMs are encouraged
to be as flexible as possible when replay is the only
option to seat a campaign-legal number of players at
a game table.
• If you spoil the plot for the table, the GM has the right
to ask you to leave the table and is under no obligation
to award you a Chronicle sheet. Be very careful about
character knowledge versus player knowledge. If you’re
concerned about possibly spoiling something during
the course of play, take the GM aside and ask how she
would like it handled. Remember: the goal of replay is
to make sure fun gaming happens, not to remove the
fun from gaming.

Is it legal for Society play to replay a scenario with a different character?
Yes, you may replay a scenario as many times as you want with as many characters as you want. All that is asked is that you be up front with the GM and players that you have played it before and that IF they accept you to play it again that you please do your best not to meta-game it and ruin the scenario for the others who have not played it before.
Will that new character get a Chronicle?
Since you are specifically talking about playing it multiple times, No. However, there is one exception to this rule: Tier 1 (NOT Tier 1-2, Tier 1 specifically) scenarios and modules may be played or run as many times as you want. Each time you play or GM a Tier 1 scenario, you may receive a Chronicle for the event, but no single PC can have more than one Chronicle for the same scenario. You may get an additional credit for a new character for GM-ing it though (again only 1 chronicle for GM-ing and 1 for playing, that is the limit for all other scenarios).
Does the character have to be of a different faction?
Nope. But if you are going to play scenarios over and over why not try them all :-) None of the Tier 1 scenarios or modules have faction missions in them.

With the exception of the First Steps scenarios, of course. Correct me if I'm wrong, but you can play those as many times as you like for credit, as long as you always apply the credit to a brand new character.

Actually, this rule (you can get credit for the adventure multiple times, provided always with a different PC) applies to all Tier-1 only adventures. And you can get credit for GM'ing the Tier-1's multiple times as well. At this time, the First Step series are the only Tier-1 only adventures though.

Actually, I seem to recall that it also applies to most, but not all, Tier 1 modules, as well.
So:
First Steps, Part 1 - Yes, as many times as you play/GM it, as long as given to different characters.
First Steps, Part 2 - Yes, as many times as you play/GM it, as long as given to different characters.
First Steps, Part 3 - Yes, as many times as you play/GM it, as long as given to different characters.
Note that one character CAN be given credit for all three of the First Steps scenarios, even mixing GM and player credit, bringing that PC up to second level.
Master of the Fallen Fortress - Yes, as many times as you play/GM it, as long as given to different characters. Main drawback on this module is the total lack of PP.
Crypt of the Everflame - Yes, as many times as you play/GM it, as long as given to different characters.
The Godsmouth Heresy - Yes, as many times as you play/GM it, as long as given to different characters.
We Be Goblins! - No, this one is not setup to follow the rules for Tier 1 scenarios/modules, you can only get player & GM credit for it once for each side of the screen.

Crypt of Everflame and Godsmouth Heresy are not Tier 1's. They have Tier breakdowns for levels 1 through 12. This is why We Be Goblins doesn't fly since its Tier 1-2.
Therefore these three modules cannot replay them for credit, by my understanding.
From the Godsmouth Heresy PFS Rules document:
As always, each player may receive credit for each module once as a player and once as a GM in either order. The only exception to this rule is that 1st-level modules (such as this one) may be replayed for credit as many times as a player wants, though no single PC may receive credit for the module more than once.
I believe it has been brought to Mike & Mark's attention that Crypt of the Everflame does NOT include the proviso above, but should. It has also been pointed out to them that the above exception text shouold be included in either the PFSOP Guide, or the FAQ, as well, just for completeness.
