I'm making an encounter where the caster will use a wand to 'teleport' to their same location, but also teleport someone else who is connected through a jailers dungeon ring. This acts like not teleporting the caster and only another.

If you're going to cheese it that way, I'd require a UMD roll for anyone who's not a summoner to use that wand. Because it's NOT on the 4th level spell list for anyone else.
But then again, NPC summoners who take the Craft Wand or Scribe Scroll feats are going to be rarer then hen's teeth.
