Wand of Teleportation

A non-arcane caster with a decent UMD score uses a wand of teleportation (Summoner spell) on a willing target. The wielder of the wand does not want to go. Can he teleport the other?

Is teleport a 4th level spell for summoners? Because wands are limited to spells of 4th level and below.

No, that's not how Teleport works. Teleport always takes the caster. The weilder of the wand is the caster in this situation, thus he must go.

I'm making an encounter where the caster will use a wand to 'teleport' to their same location, but also teleport someone else who is connected through a jailers dungeon ring. This acts like not teleporting the caster and only another.

Spells in wands work just like they do when cast directly from the caster. The fact that it is in the wand does not change that, except for things like spell DC which the rules spell out already.

If you're going to cheese it that way, I'd require a UMD roll for anyone who's not a summoner to use that wand. Because it's NOT on the 4th level spell list for anyone else.

But then again, NPC summoners who take the Craft Wand or Scribe Scroll feats are going to be rarer then hen's teeth.
