I am also looking forward to the new Chronicler Anthology! I have been enoying the first one in bits and fits (the perfect way to read a bunch of short stories).
My guess is that it will come out after Paizocon? I believe that the print edition of the first one was given away at Paizocon last year.

You can get the PDF/ePub of the first one for free here on Paizo.com.
If you want a print version, you should contact Zuxius. He can tell you if there are any print versions left. If so, I belive you would need to donate to Pathfinder Chronicler to cover the shipping. He is not allowed to sell them. Probably the most reliable way to get info on how to get one is to go to the Pathfinder Chronicler website and use the "contact us" link (on the left).
