Who is this The Doctor you all keep referring to? Is he some foreign dubbing of Inspector Spacetime?

No no, the question is: "The Doctor WHO?"

Actually, nearly all the non-renegade Gallifreyans are pretty much milquetoasts. The Doctor and even occasionally the Master are the only things standing between them and destruction on multiple occasions in the classic series. Certainly the implication is that the Doctor stepped away when he could have saved them during the Time War (Rassilon seems more like his equal rather than more skilled than him).

Actually you're in serious error there. The Doctor did not just "step away" from the Time War. Let's put it this way from a bit of dialogue in

"The Doctor's Wife"

House: "Fear me, I've killed hundreds of Time Lords."

The Doctor: "Fear me, I've killed them all."

Gods cannot be represented by stats. (Seriously, watch "Last of the Time Lords" again.)

Son of ether, arch-master of time, master of matter, master of mind, master of corrispondance, master of dimensional science, adept all other spheres

Another take on the Doctor's class:

Cross-blooded Sorcerer: Maestro / Destined bloodlines.

Everything else being Use Magic Device.
