You mean to ask why he was chosen as the evil mastermind behind everything? Maybe it's because Cheliax is a nation filled with greedy bastards and corrupt nobles who do collaborate with devils of all kinds? The natural Chelaxian hunger for power (among the diabolists, at least) does seem to fit well with Greed as a sin.
I'm just guessing, though. Anyway, I think the two most interesting Archdevils who could confront the players would be Dispater and Baalzebul.

Alright, but I think that compared to the other Archdevils, Mephistopheles would have either far more grandiose schemes or then he might not bother messing with mortals until he finds a good time and place for such. An intricate yet somewhat flashy plot to damn as many souls as possible sounds befit of a being who was literally created by Hell itself who wants to impress Asmodeus every now and then. Interestingly enough, Baalzebul might even cause trouble to the other Archdevils when they are nearing success (by maybe giving tips to the player characters?) in his fits of jealousy despite the consequences of such actions.

Mammon may not be the most powerful of the Archdevils, but in terms of sheer wealth capital, Mammon has all but The Lord of the Nine eclipsed. (After all, his entire body is the treasure vault of hell.) This is what makes him the most likely of the Archdevils capable of influencing events in the mortal plane because at the end of the day, nothing influences people and societies like wealth.
So what's in the endgame for Mammon? In this cause, powerful mortal souls and complete control of a mortal city. This may not seem like much, until one considers Westcrown's location as a point of trade. With Mammon's coffers filling the city, business booms and travelers and traders make the trek to spend time in Westcrown. Soon Mammon has even more followers than before, and the Archdevil's power grows with each soul that accepts the leering Golden faced coin.
So why not the other Archdevils? (Heavily paraphrased from BotD)
-Barbatos: The least likely to step away from his position as the guardian of the gates. Heck, he may not even be a Devil.
Dispater: Dispater is one of the more withdrawn Archdevils, focusing mainly on his own city and the horrors within. While expanding this city to encompass mortal ones is one of his goals, he might consider Westcrown to be a little.. gauche. Though geographically in a great location, the potenital of the city is somewhat schism-ed by the factions within (Shadowfolk, Mother of Flies, Adabar, Hellknights). Somewhere like Egorian though... that would indeed be a prize.
Belial: His debased interests don't have a lot of bearing on the events in Westcrown or the nature of its people.
Geryon: The Source of Lies plays a different game entirely. I wouldn't be surprised if the whole Razmiren thing is his idea. Anyway, there is no colossal lie or falacy that seems to govern Westcrown, so I'd rule him out.
Moloch: I suspect his hand in the events around Nirmathas and Isger, but not in this part of Cheliax.
Baalzebul: The Master of Arrogance and Vengeance doesn't have his hands in this one. He is too arrogant to accept a lesser prize like Westcrown since it's relationship with Egorian would be a horrible reminder of the deference he must continually pay to Asmodeus.
Mephistopheles Of all the ones presented, this one would be the most likely next to Mammon to have his hands in the events in Westcrown. For one thing, he is master of the infernal contract, which plays heavily into the overall story arc. For another, he most actively amongst the Archdevils attempts to gain new souls for hell, which the acquisition of Westcrown would represent, gauche or not. The only argument for him not being involved is that the nature of the events aren't quite his style; he usually allows his supplicants a sporting chance (even if it's a false one) when leading others to Damnation, a way out to entice them to further commit themselves. From what I can tell, there's nothing like this in the dealings between Mammon and the Drovenges. Still something like that could be engineered by a creative DM...

I was wondering why Mammon was chosen. Have any of you gone another way with one of the others archdevils?
Two big reasons:
1) Mammon hadn't yet been the "star" of an adventure that I know of.
2) (and this is the primary reason we chose him) Mammon is wealth, watchfulness, and avarice—he's Hell's treasurer! And those traits match up the best out of the 8 archdevils to associate with a bunch of greedy thieves.

He he James, we all like the new stars off the show, my favorit one you pulled out off the hat years ago. Kyuss from the the age off worms. Since my favorit are the plot and villians in Second Darkness.
I have the pathfinder campaign setting, but were canI read more on Mammon?I Give Sean K Reynolds a lot of credit from kicking off the COT, i love the first scenario.

book of the damned vol 1: princes of darkness has everything you'll need to know about mammon and all the other archdevils. i highly, highly recommend it. its very informative, not a lot of crunch as they say other then a prestige class,a couple items, rules for handling infernal contracts( i.e. selling your soul for a doughnut) and a handful o' devils. its by f. wesley schneider so you know its good:).
