In Carrion Crown: Broken Moon there's a two-page spread in the Bestiary section on the werebat. It gets a bite and two claw attacks.
This is weird for two reasons:
One: The illustration of the hybrid form has no arms, only wings where the arms would be. Of course that could be a picture of mid-transformation, not hybrid form.
Two: The Pathfinder lycanthrope rules specify that lycanthropes get natural attacks in their hybrid form to match the natural attack forms of the base animal. Bat (familiar), dire bat, and mobat only have bite attacks.
So is this an exception to the lycanthrope template rules, or should the claw attacks be ignored?

I think the claws are there to make it legit for its CR. That is just speculation though.
Should I assume it's attacking with claws on its wings? Bat claws are at the first joint on their wings, I think. The illustration doesn't even have arms. Or maybe the claws are on its feet if it's flying?
I was a player in a game yesterday and the GM used werewolves. He looks at the werewolf entry: "This werewolf has a sword? No, I'm saying it's claws." He ran the entry the same but the equipped sword was treated as a claw attack instead of a sword attack. Can't say I blame him, werewolves with weapons work sometimes, but other times it seems weird that they don't have claw attacks.

I would let the bat keep the claws.
I see nothing wrong with a werewolf using a manufactured weapon. They are not as bestial as they are in movies. The humanoid aspect would have them using more reasonable actions, such as using weapons if that makes the job easier.

They sometimes print these rules just because they feel there needs to be an exception somewhere. Just a thought.

A bat's claw attacks would be from its feet, something not impossible since it can fly, and it can hover with a DC 15 Fly check. A werebat would gain Fly as a class skill being a winged monster, although that doesn't mean he'd have ranks in it, and it's claws would deal damage as per size as shown in the Bestiary under natural attacks by size. Likewise, I prefer to have all lycanthropes gain claw and bite attacks in hybrid form dealing damage as per their size, with natural attacks as per animal form when in animal form. Yes, combine this with the ability to wield manufactured weapons and armor while in hybrid form, and a hybrid were is doubly dangerous. However, I also disagree with the book's statement that equipment melds with the new form; I don't think it should, and if the hybrid form is one size larger or smaller than the base form, then said were would be hampered by his equipment as per wielding weapons and armor of an inappropriate size until he drops it, so relying upon natural weapons and armor might not be a bad thing after all.
